How about a 3 person tent for around the same weight? Do options exist

2-person, ~2-pounds, ~$100, and will actually survive real conditions
in the back country? The only choice is a tarp. If you pick something
up used or are willing spend more money, than I would recommend the
Tarptent Squall, Tarptent Double Rainbow, Six Moon Designs Europa
(2005 or later). I don't know of any three person, 2lb shelters
except tarps. Adding bug netting and a floor will push you over 2lbs
unless you make it your self out of one of the super light materials
like cuben. The lightest 3 person shelter I know is the tarptent rain
shadow which is a bit more than 2.6lbs.

I don't know of any 2-person double wall tents than have broken the
3lb other than warmlite 2R which even used will typically run $300+.
There is a pletheria of 3.5-4.5lb 2-person tents. Some of which you
might be able to find a good deal for around $100. For some ideas:

For 2 people, you can definitely get tents around or even under 2 pounds
(Gossamer Gear, Tarp Tent, and Six Moon Designs). But, unless you get lucky
and find something used you won't find anything in your target price range.

If you make your own, you might get close to your price range and then you

Note that all of these are single wall tents, so all the stuff I said about
condensation goes double. They require a bit more proactive water
management than typical double wall tents. On the plus side, when
condensation is being knocked onto your face you can quickly dry it off with
your bandana - a solution that double wall tents don't allow.

I'm not aware of any 3 person tents that come close to 2 pounds. They may
be on the way with manufacturers exploring Cuben fiber, but they'll be even
more expensive and more fragile. It's such a narrow niche I wouldn't hold
my breath for it to happen any time soon.

To get 2 or 3 people under shelter for less than 2 pounds and $100, you
might consider looking at tarp camping.
